Hyperscalers signed more nuclear deals in the last 18 months than the prior decade combined — and every procurement team is pricing against zero public comparables. NPPI synthesizes public filings into the first transparent $/MWh benchmark for nuclear power contracts.

Wind and solar have LevelTen's quarterly PPA index driving billions in benchmarked transactions. Nuclear has had nothing — until now. We aggregate FERC Form 1, SEC 10-K/10-Q, state PUC filings, DOE/LPO awards, and EIA generator data into a quality-scored ledger. Only deals scoring ≥3 enter the main index. The methodology is public.

Data sources

FERC Form 1 utility filings, SEC 10-K/10-Q disclosures, state PUC filings, DOE Loan Programs Office awards, EIA-860 / EIA-923 generator data, NRC licensing dockets. Market pricing from primary public sources (EIA, FERC filings) and the Reactor N deal ledger. Anonymous operator and buyer surveys.

Quality scoring (1–5)

Each deal is scored on source transparency (public filing vs anonymous), pricing breakdown clarity (full decomposition vs headline), and contract execution stage (signed vs LOI vs binding term sheet). Only quality ≥3 deals enter the main index. Lower-quality deals go into the watch-list annex.

Weighting

Each PPA weighted by MW capacity × contract tenor × source clarity (public filing = 1.0, press release = 0.7, inferred = 0.4). Paid-up capacity contracts normalized to $/MWh equivalent at 8% discount rate. CPI-linked contracts shown at current $ and levelized 2026$.

Outlier handling

Prices outside 2σ are flagged and shown separately, not in the main index. Currently zero outliers in Q2 2026. As more deals enter the dataset, outlier flagging becomes more sensitive.

Quarterly: Q1 (April 15), Q2 (July 15), Q3 (October 15), Q4 (January 15 with annual retrospective). Between releases: NPPI Weekly newsletter for detail-tier subscribers covering every material deal within 72 hours of disclosure.
